The development of Savkinsky brucite deposit was discussed under business meeting with the head of the Ministry for the development of the Russian Far East13 December 2019
Russian Minister for Development of the Far East and the Arctic, Alexander Kozlov, held a business meeting to discuss the development of the Savkinsky brucite deposit in the Jewish Autonomous Region.
"Russian Minister for Development of the Far East and the Arctic, Alexander Kozlov, held a business meeting to discuss the development of the Savkinsky brucite deposit in the Jewish Autonomous Region. Brucite is a mineral used in production of fireproof cables and aluminum composite panels, rubber and polymer products, in production of fertilizers and ameliorants, for water treatment and many other fields. Brucite products are used in 63 regions of the Russian Federation and exported to 20 countries of Europe and Asia.
“The product meets a ready market. Therefore, we are intended to expand the resource base. Our company produces 420 thousand tons of brucite per year, and with development of new deposit, we are supposed to increase volumes”, said Vladimir Nosenko, CEO of «Russian Mining Chemical Company» LLC.
Brucite is being mined at Kuldur deposit. 200 people are involved in working process, more than 200 million rubles annually go into the budget. The development of Savkinsky deposit will enable to increase tax deductions, employment creation for residents of Oktyabrsky district of the Jewish Autonomous Region, and provide raw materials for brucite processing plant, which is also projected to be built under the project on territory of the JAR. According to experts, the Savkinsky deposit accounts to 31% of global brucite reserves (21.5 million tons), therefore, in case of its development it will become the largest deposit in the world. In 2020, the investor is planning to complete geological exploration at the field in order to launch industrial mining in 2025. 273 workers will be employed at platforms developed, the project budgetary efficiency will reach at least 140 billion rubles. However, to start developing the deposit, it is necessary to build auto road: the deposit is located in poorly developed territory, 108 kilometers to the nearest settlement.
“I suppose we can give you a helping hand to solve given issue; There are mechanisms such as infrastructure support. It occurs when investors fund project development, create jobs, and we, as a government, provide construction subsidy for “costly infrastructure” that can not be implemented by themselves”, commented Alexander Kozlov, the Minister for Development of the Russian Far East and the Arctic.
During business meeting it was also discussed that in addition to the Savkinsky deposit, the auto road can provide access to deposits and manifestations of minerals that are not being developed due to poor transport accessibility. According to preliminary estimations, there are about sixty of them. These are deposits of iron and manganese ores, beryllium and lithium, antimony and tin, phosphorites and rare metals. Based on discussion results, the investor should provide accurate cost calculations on road building, and investment department employees of the ministry should calculate all feasible options for investor supporting."
